This report presents the findings of the evaluation of UNFPA’s 8th Country Programme of Cooperation in Viet Nam 2012-2016. The Country Programme has three components: Population and development, Gender equality and Sexual and reproductive health.
The evaluation used the OECD DAC criteria of relevance, effectiveness, efficiency and sustainability, plus two criteria of UNCT Coordination and Added value. The Country Office (CO) demonstrated a high level of relevance with its programming choices that were clearly aligned with the needs of the population. The Country Office was also an active participant in shaping national policy and action. The CO achieved an impressive array of results that the monitoring system could only partially capture - presenting missed opportunities to measure the effectiveness of some of the interventions.
